Michael Woody, Partner
Michael Woody focuses his practice on Food and Drug Administration (FDA) and public health issues before the U.S. Senate Committee on Health, Education, Labor and Pensions (HELP) and the House Energy and Commerce Committee. He provides policy development, legislative strategy and advocacy services to biotechnology, pharmaceutical and biodefense clients.
Prior to founding the East End Group, Michael was a Senior Director of Federal Affairs for the Pharmaceutical Research and Manufacturers of America (PhRMA). While at PhRMA, he helped develop and advocate for industry positions in the Patient Protection and Affordable Care Act, the Biologics Price Competition and Innovation Act, changes to Medicare and Medicaid policy, and the expansion of the 340B program. In addition, he worked with member companies to develop industry positions on various FDA-related issues, including the FDA Globalization Act, and in preparation for the reauthorization of the Prescription Drug User Fee Act (PDUFA).
Before joining PhRMA, Michael was a Professional Staff Member on the Senate HELP Committee on the staff of Senator Tom Harkin (D-IA) where he advised the Senator on FDA, bioterrorism, public health, health insurance and other issues before the Committee. While working for Senator Harkin he negotiated the Senator's policy positions in several major pieces of legislation including the Food and Drug Administration Amendments Act, Pandemic and All-Hazards Preparedness Act, Ryan White HIV/AIDS Treatment Modernization Act, National Institutes of Health Reform Act, and the Older Americans Act Amendments.
Michael also advised Congressman Marion Berry of Arkansas on healthcare issues during his participation on the Conference Committee for the Medicare Modernization Act (MMA). He also worked for Congressman Mike McIntyre (D-NC) on rural health issues, particularly Medicare reimbursement to rural providers.
