David Mohler has an extensive background in helping life sciences companies develop effective strategies to manage legislative, regulatory, and public affairs issues. He has more than 20 years of experience helping companies and trade associations manage issues involving FDA regulation, intellectual property, Medicare and Medicaid, and other federal pricing regulatory regimes. In that work, David has developed expertise in designing strategic coalitions, and managing large public affairs campaigns.
Prior to founding the East End Group, David served as head of the Washington office of the Life Sciences Government Strategies practice at Foley Hoag, LLP. In this capacity, he managed lobbying and regulatory efforts on behalf of over forty life science clients. Major legislative projects included provisions in the Patient Protection and Affordable Care Act, the Biologics Price Competition and Innovation Act, the Patent Reform Act, the Pandemic All Hazards Preparedness Act, and the Public Readiness and Emergency Preparedness Act.
Prior to his tenure at Foley Hoag, David was Senior Vice President at the Pharmaceutical Research and Manufacturers of America (PhRMA). David served as the industry’s chief policy and political advocate in Congress, the White House, and executive branch agencies. David helped manage various legislative projects, including the reauthorization of the Prescription Drug User Fee Act and the Better Pharmaceuticals for Children Act, the Medicare Modernization Act, major reforms to the Hatch Waxman Amendments and the Deficit Reduction Act.
